If Child Abuse Central Index information is requested by an agency for the temporary placement of a child in an emergency situation, the Department of Justice is exempt from the requirements of accuracy, relevance, timeliness, and completeness if compliance would cause a delay in providing an expedited response to the agency's inquiry and if further delay in placement may be detrimental to the child.
The Department of Justice shall make available relevant information in the Child Abuse Central Index to any law enforcement agency, county welfare department, or county probation department that is conducting a child abuse investigation.

The Department of Justice shall make available information regarding a known or suspected child abuser to any government agency conducting a background investigation of an applicant seeking employment as a peace officer.
The Department of Justice shall make available to a county child welfare agency, delegated county adoption agency, or a government agency conducting a background investigation, information regarding a known or suspected child abuser who is seeking to work or volunteer with the particular agency in a position that will have direct contact with children who are at risk of, or have suffered, abuse or neglect.
Subject to certain conditions and requirements, the Department of Justice shall make available any information maintained in the Child Abuse Central Index to out-of-state law enforcement agencies conducting investigations of known or suspected child abuse or neglect. The information contained within these reports shall be disclosed only to law enforcement, prosecutorial entities, or multidisciplinary investigative teams, and the written request shall cite the safeguards in place to prevent unlawful disclosure of any confidential information provided.
A person 18 years of age or older, who is listed in the Child Abuse Central Index only as a victim of child abuse or neglect, may have his or her name removed from the index by making a written request to the Department of Justice.
Any multidisciplinary team concerned with child abuse or abuse of elder or dependent person may disclose or exchange any information or writing kept in connection with any program of public social services or otherwise designated as confidential with any other team member, if the team member believes it is relevant to the prevention, identification or treatment of abuse. Discussions of such information are confidential and not admissible into any court proceeding.
When there is a reasonable suspicion that a child fatality was caused by neglect or abuse and it is determined that the death was caused by such, the county custodian of records shall release information including all health care records of the deceased child related to the child's death and previous injuries reflective of abuse or neglect, excluding mental health records. Information that is privileged, confidential, or not subject to disclosure pursuant to any other law shall not be disclosed.
Los Angeles County may develop a pilot Internet-based health and education passport system to collect and maintain health and education records for foster children under the supervision of the county social services or probation department. The Passport System shall provide access to health and mental health information by health and mental health care providers, educators, foster care givers, and local agency staff to improve the accuracy and reliability of information.
